Have you tried the Council responsible for Wapping? Wapping comes under Tower Hamlets

We have a similar event over here ,, up in Wales,,, this year they enjoyed snow and minus temperatures ,,
I like my biking in warm weather ! As as we have had yet another rubbish summer the bike has stayed in the garage a lot !
I have been told they have good summers in Hungary !
